LOBBYING LAW IRELAND

The Regulation of Lobbying Act 2015 in Ireland is a robust framework designed to promote transparency and accountability in lobbying. The Act stipulates that any oral, written, or electronic communication with designated public officials to influence public policy or grant benefits such as awards or contracts must be registered and regularly reported on the online Register of Lobbying. This ensures that lobbyists provide complete details about themselves, the organisations they represent, and the public officials they communicate with. Furthermore, registered lobbyists must disclose specific information about their lobbying activities, including subject matter, intended result, and financial value spent. While there are exemptions under the Act, such as personal representations made on behalf of family or friends, it is crucial for individuals and organisations involved in lobbying to understand the legislation requirements and ensure compliance to avoid legal issues or penalties. The Standards in Public Office Commission (SIPO) oversees compliance with the Act and may impose penalties such as fines or imprisonment for non-compliance. The Register of Lobbying is publicly available, enabling transparency and scrutiny of lobbying activities, and annual reports by SIPO provide valuable insights into lobbying activity and compliance. Overall, the Regulation of Lobbying Act 2015 promotes transparency and accountability in the lobbying process.
